Check Procurement Group en Compute on.
Alternative: Just-in-Time

How a reordering rule works
A reordering rule triggers when the Virtual stock drops below the minimum. Virtual = Forecast = Stock − Reservations + Expected Receipts. This is important: reservations in orders that have not yet been delivered already count negatively.
Most common causes
- Sales orders in Draft or Quote: these may or may not count depending on the setting. Check Procurement Group and Compute on.
- Duplicate rule: often there are several rules for the same product. Check all active rules under the product.
- Rule on the wrong location: the rule runs per warehouse. If you have a rule on WH1 and stock on WH2, Odoo sees a shortage on WH1.
- Lead Time: if the supplier needs 2 weeks, ordering happens earlier so that you have enough "in 2 weeks".
Diagnostic: Forecast Report
On the product, click the Forecasted smart button. This shows the expected stock per day with all incoming and outgoing movements. Here you see exactly why Odoo thinks a shortage is coming.
Alternative: Just-in-Time
For specifically customer-oriented products (no stock) you use Make-to-Order instead of reordering rules. For each sales order Odoo then automatically creates a purchase order.
